Longitudinal Benchmarking & Evaluation Systems

 
 
 

LBES supports the creation of a sustainable data management system which will continuously monitor, review, and evaluate efficacy of the MSN by focusing on the outcomes for learners and the implementation of planned strategies and actions designed to improve learner outcomes. 

The project includes the following major components:

  • establish a data management framework uniquely matching the needs of the Model School Network (MSN) of the Plateau Central,

  • coordinate the implementation of the data collection by the main MSN stakeholders,

  • collect, process, analyze, store, and share the outcomes of the data management with all relevant entities, and

  • develop a team of data managers and data field agents with specialized monitoring, evaluation and research skills that can support the evolving MSN network.

With an extensive shared database and monitoring and evaluation system, the MSN will be able to link school and student performance data to the resources and best practices needed to inform instructional changes and improve outcomes. The purpose is to focus on outcome-based rather than input-based measures in order to effectively inform educational decision-making, policy recommendations, and program implementation. 

LBES is conducted through a collaboration between InnovEd-UniQ,  at Université Quisqueya and NouKòd; two Haitian entities with expertise in education, research, data collection and data management. Collectively the leadership of the partner organizations have spent over 50 years working in Haiti, in all 10 departments, to improve education outcomes for young people. 

InnovEd-UniQ leads and conducts the monitoring and evaluation of the MSN in collaboration with Haiti’s Ministry of Education and other leaders in education (public and private sector) in order to fulfill the objectives of capacity building, knowledge sharing and consensus building within the education infrastructure.

All MSN board members - including teacher and student representatives- as well as representatives from MENFP are invited to participate in all aspects of planning and implementation. 

The collection of baseline data will allow for setting accurate and ambitious benchmarks and goals, while the continuous collection of data will allow for accurately evaluating and judging whether success is being met and the vision of the MSN is being actualized. The MSN partners will be able to further engage in meaningful and ongoing dialogue that is grounded in data and will drive more precise and effective decision-making and build MSN partners’ long term capacity to engage in and fully understand the importance of monitoring and evaluation.
